Intent to Sole Source

The Naval Oceanographic Office (NAVOCEANO) Contracts Department at Stennis Space Center, MS 39522, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis (under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)) to Seahorse Geomatics, Inc. because the “circumstances of the contract action deem only one source reasonably available.” The Contractor will be required to provide on-site (per CDC Guidelines for COVID-19) specialized training in Multibeam theory, operation, survey planning and specifications, analysis and practical survey training to meet the requirements specified in the IHO S-5B, Standards of Competence for Category “B” Hydrographic Surveyors . This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract action is based on market research and is solely within the discretion of the Government. This acquisition is being solicited on an unrestricted basis. North American Industry Classification Standard (NAICS) code is 611710, Educational and Support Services. The small business size standard is $16,500,000. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued.
