Foreign Affairs Counter Threat (FACT) Driver Training for Marine Corps Embassy Security Group Personnel

This is a notice of intent to sole source a procurement under FAR Part 13 and FAR 13.106(b)(1)(i) - Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This requirement is for three one-day Foreign Affairs Counter Threat (FACT) Driver Training Courses. The first course is scheduled 11 May 2022, and eighteen students are expected to attend. The second and third courses are scheduled 14-15 June 2022 respectively, and twenty-one students are expected to attend each course. This effort shall include all labor, tools, and materials needed to complete training. The training shall be pursuant to the U.S. Department of State – Diplomatic Security Service Office of Training and Performance Standards and the Driver Training Unit Standards. The training shall be held within thirty (30) miles of MCESG, Quantico, Virginia. Please see the attached J&A. The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a) (iii), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes will be considered as part of market research for the follow on requirement scheduled July 2022; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
