Solicitation Number: FA8601-19-Q-HAZMAT Notice Type: Special Notice Synopsis: The United States Air Force, AFLCMC/PZIBC, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. The United States Air Force School of Aerospace Medicine (USAFSAM) Department of Occupational and Environmental Health, Force Development Division (USAFSAM/OED) seeks to acquire hazardous materials (HAZMAT) operations-level training and certification for the trainees attending the Bioenvironmental Engineering Officer and Apprentice courses. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 611519 - Other Technical and Trade Schools. Business size standard: $15 million. The proposed source is the Ohio Fire Academy . A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm Local (Wright-Patterson AFB) Time, Thursday, 7 March 2019. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Ohio Fire Academy is the only contractor capable of providing HAZMAT training in accordance with acquisition requirements. The Ohio Fire Academy is the only entity within a 2-hour driving radius that can provide food and lodging for our students. Since students are mostly pipeline Airmen who are at WPAFB for technical school, they must be transported by 88 TRANS bus to the site. Travel cannot add training days to the schedule because the overall course is only approved for a specific number of training days. The Ohio Fire Academy is the only contractor with dedicated trainers who are available to teach even during a fire emergency.
