HIGH ELEVATION WEAPONS EMPLOYMENT, MOVEMENT AND TACTICS TRAINING. The NAICS Code is 611519. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) (see attached sole source justification). The proposed sole source is D3 Defense, LLC. The purchase is to provide two (2) instructors; at least one (1) instructor must have experience on Special Forces Operation Detachment-Delta (SFOD-D). The Contractor shall provide at a minimum during the first week, advanced marksmanship training, create training scenarios and mission profiles that complement instruction and improve operator skill, provide eight (8) hours of instruction of the Designated Marksman Rifle to include drills out to 1,000 yards and small unit tactical employment of designated marksmen in six (6) to eight (8) man teams. Contractor will also provide a storage facility for weapons and ammunition. Contractor shall provide at a minimum during the second week of training, one (1) instructor, a training location at an altitude at or greater than 8,000ft MSL, billeting and facilities to support two (2) days and three (3) nights of introductory and sustainment mountain mobility training in deep snow and two (2) days and one (1) night overland mountainous snow mobility movement exercise. Contractor must have all necessary permits to conduct training on federal land. These services need to be provided from 14 - 27 April 2019. This notice of intent is not a request for competitive quotations; however, any quotation received within three (3) calendar days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
