N0016419SNB54 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - BATTERY TRAINING - FSCU099 - NAICS 611519 Issued Date: FEB 19 2019 - Closing Date: MAR 01 2019 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey. The Naval Surface Warfare Center - Crane Division is seeking an instructional course that will give a broad understanding of high voltage DC battery applications and testing for the Energy Systems Specialized Test & Evaluation Branch. There will be approximately 15-20 attendees with engineering and technician backgrounds. The expected duration and location of this course would depend on what the vender deems necessary to cover the intended topics while containing hands on portions as well as live demonstrations wherever practical. The technicians and engineers will obtain a better understanding of the hazards and concerns when dealing with high voltage battery technology by attending this training course. Gaining understanding of high voltage battery systems will allow the Energy Systems Specialized Test & Evaluation Branch to operate safely as the utilization of high voltage batteries becomes more common. The course should cover the following: • Difference between High Voltage AC and High Voltage DC • General High Voltage concerns • In depth details on HVDC safety • Emergency Response • Personal Protective Equipment • Arc Flash • High Voltage specific hazards • High Voltage Equipment Overview • How to handle islanded energy on potentially damaged equipment • Different High Voltage Battery Standards • Examples of High Voltage Battery Schematics • More in depth information on High Voltage Equipment • Industry Best Practices Qualified contractors will be US owned companies operating in the US. The trainer(s) shall be US citizens or US persons. All trainers will be subjected to background investigations. Qualified trainers will have demonstrated expertise in high voltage batteries and high voltage operations. This submission may be in the form of product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware. Potential sources should also provide any test results on the item(s) if applicable. Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Responses to the RFI shall include the following: Submitter's Name Street Address, City, State, NINE-Digit zip code Point of Contact (POC) POC Telephone and facsimile numbers Announcement Number: N0016419SNB54 Contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov.
