Notice Of Intent To Award A Sole Source Contract The United States Forest Service, Rocky Mountain Research Station, Fort Collins, CO, intends to negotiate a firm fixed price sole-source award with Information Technology Experts, Inc., 2120 South College Avenue, Fort Collins, CO, 80525 pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1). This will be a commercial acquisition using FAR 15. The proposed contract action will be to provide approximately 30 hours of aviation safety training (Aerial Survey Aviation Safety and Management AS2M) that is specifically designed for federal and state aviation users with the responsibility of managing Forestry Health Protection (FHP) aerial missions, including aerial photography, aerial application and aerial survey. Minimum required skill sets include familiarity with overall FHP missions and services, including but not limited to, forest disturbance mechanisms, aerial and field recognition of disturbance mechanisms and reporting processes. Additionally, contractor shall have knowledge of FHP flight profiles, current knowledge of aviation principles, operation and instrumentation, current regarding Federal Aviation Safety Initiatives, programs and philosophies and be current regarding pertinent USDA, DOI, FAA, FAR, and NTSB regulations and policy. This effort also entails mentoring Government employees and providing the skill sets required so that the Government will be able to provide updated training to users throughout the year. At a minimum the courses/exercises that will be taught include (but are not limited to): Flight plans, flight following, dispatch operations, aircraft capabilities and limitations, human factors in aviation, risk management, aircraft pre-use inspections, accident/incident review, crew resource management, airspace scenarios, mission scenarios, mission planning, accident factors and mitigation, aviation safety/project plans, aircraft instrumentation, basic airspace, pilot perspective, and mountain and canyon flying. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirements or submit proposals within 10 days of synopsis publication to the Contracting Office POC listed below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
