Special Notice for a Single Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR F-104B (TWO SEAT) QUALITATIVE EVALUATION FLIGHT TRAINING FROM STARFIGHTERS INC. REQUIREMENT: F-104B Qualitative Evaluation Flight Training This requirement is to send students of the US Air Force Test Pilot School (USAF TPS) to a school that provides in-flight instruction in the two-seater Lockheed F-104B Starfighter. The contractor shall perform all requirements in; obtain all permits and licenses in accordance to all applicable federal, state, and local guidelines. DESC: INTENT TO AWARD A SINGLE SOURCE PROCUREMENT WITH Starfighters Inc. The Air Force, Edwards Air Force Base, CA intends to award a Single Source purchase order to Starfighters Inc., 1608 N. Jasmine Avenue, Tarpon Springs, FL, 34689-5250. The Single Source purchase will be for F-104B Qualitative Evaluation Flight Training. Starfighters Inc. is the only known source identified for procurement of this supply. The statutory authority which permits other than full and open competition for this acquisition, is FAR 13.106-1(b)(1). This authority is supported by an approved Single Source Justification (Simplified Acquisition). It is the Government's intent to proceed with this sole-source action. The North American Industry Classification System Code (NAICS) is 611512 and the size standard is $27,500,000. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide F-104B Qualitative Evaluation Flight Training. Jasmine Avenue, Tarpon Springs, FL, 34689-5250 AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
