NOTICE OF INTENT TO SOLE SOURCE The Federal Housing Finance Agency (FHFA) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The FHFA intends to negotiate a sole source award with NeighborWorks America, 1325 G Street, NW Suite 800, Washington, DC 20005 for the service of marketing to the NeighborWorks Training Institutes (NTI) participants related to issues and topics of interest to the affordable housing field, meeting and logistics planning, meeting/presentation and facilitation space at each NTI for the next three years (2013-2015). FHFA has contracted with NeighborWorks America for the above services for the previous two years (2010-2012). NeighborWorks® America (NeighborWorks) is a national nonprofit organization chartered by Congress in 1978. NeighborWorks® mission is to provide opportunities for Americans to live in affordable homes, improve their lives, and strengthen their communities. NeighborWorks strengthens communities across America using two primary strategies. First, they support innovative local partnerships of residents, businesses, and government, collectively known as the NeighborWorks network. The network currently includes 235 organizations serving more than 4,500 urban, suburban, and rural communities nationwide. The second strategy is to support thousands of affordable housing and community development non-profits and municipalities across America by providing training, tools, and community revitalization and stabilization programs. In fiscal year 2011, NeighborWorks provided training and technical assistance to more than 22,000 individuals from approximately 3,400 nonprofits and municipalities. NeighborWorks' Congressional charter and governance structure assure that its goals, activities and operations are sound and suitably monitored through audits and an annual report to the President and Congress. NeighborWorks' Board of Directors is required by statute to consist of the heads or their statutorily designated representatives of U.S. Department of Housing and Urban Development (HUD), Federal Deposit Insurance Corporation (FDIC), National Credit Union Administration (NCUA), Federal Reserve System, Office of the Comptroller of the Currency (OCC), and Office of Thrift Supervision (OTS). In addition to being represented on NeighborWorks' Board of Directors, the FDIC, Federal Reserve System and HUD have various sponsorship and service agreements with NeighborWorks. NeighborWorks® America is the nation's leader in providing affordable housing and community development training to nonprofits and municipalities. The NeighborWorks Training Institute (NTI), held four times annually in different cities across the country, provides over 50 courses (most are multi-day courses) in eight different program areas; between 1, 700 and 2,100 practitioners attend each NTI. Using proven adult education methodology, NeighborWorks Training emphasizes practical competency-based instruction, combining lecture with case studies, site visits, small-group exercises, demonstrations, and other participatory methods. At each of its national training institutes, they hold a symposium on critical issues and innovative and cutting-edge strategies to the affordable housing and community development field. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL. Interested persons may identify their interest and capacity by responding to this requirement in writing to the points of contacts designated herein. Oral or telephonic inquiries will not be accepted. All interest and capability statements received within fifteen (15) calendar days after the date of this publication will be considered by the FHFA. The FHFA will not be responsible for any costs incurred by interested parties in preparation of information or documents. Based upon the responses to this notice, the Government retains sole discretion to award and not compete the proposed contract action.
