General Services Administration, Public Building Service, Greater Southwest Region intends to negotiate with Reed Construction Data, Inc./RS Means for a one (1) day training / webinar to provide Regional Project Managers with instruction on RS Means and estimating for approximately 60 regional project managers. This is not a request for competitive proposals/quotes. All written responses must include a written narrative of capability, including technical information demonstrating the ability to meet the above requirements. The responses must be sufficient to permit agency analysis to establish a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the descretion of the Government.
