The Defense Human Resources Activity (DHRA) intends to award a sole source purchase order to the Cultural Intelligence Center, LLC, 2840 College Road, Holt, MI, 48842. This purchase order will be awarded in accordance with FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DHRA requires contractor software for cultural intelligence assessment tool that will identify capabilities as well as help recognize the effectiveness of training programs associated with cultural interations in support of the Defense Language and National Security Education Office (DLNSEO). This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated in the attached Statement of Work (SOW) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under in accordance with FAR Part 12 and 13. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-83 Effective 03 September 2015 and DPN 20150826.
