Notice of Intent to Sole Source

Western Area Power Administration intends to award a sole source contract to SANS Institute, 8120 Woodmont Avenue, Suite 310, Bethesda, MD 20814. Authority for other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for one Computer-based security awareness training for End Users. Provided in English for all modules and for license to use the SANS Phishing service to phish-test Client's Users. Individual users can be tested an unlimited number of times during the license term. Hosting is only available on the SANS Virtual Learning Environment (VLE). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interest and capability statements, including prices, received by September 9, 2015 at 3:00 p.m. (MST) will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within discretion of the Government. The applicable North American Industry Classification System (NAICS) is 611420 - Computer Training and size standard is $11.0 Million.
