Q -- Establishment of Enteric Diseases Epidemiologic Surveillence and Investigations in Kisumu, Western Kenya

The Centers for Disease Control and Prevention intends to issue a sole source purchase order to Duke University Medical Center, Durham, NC 27708-8990 for establishment of enteric diseases epidemiologic surveillance and investigations in Kisuma, Western Kenya. The study is transitioning to a new protocol and will demand on-the-ground supervision by a person with expertise in diarrheal disease epidemiology and laboratory sciences, and is required to be familiar with the existing CDC KEMRI surveillance site. The contractor will assist with the hiring, training, and initial supervisor of study interviewers; the implementation, quality control, and maintenance of mechanisms for data collection, cleaning, and transfer; and the coordination between laboratory and epidemiologic components of the study; report back to EDEB project staff on a quarterly basis regarding progress and any obstacles in the successful conduct of the enteric diseases surveillance and investigation; and provide CDC with interim reports by phone, e-mail or other means on a regular basis. Duke University’s candidate meets all these qualifications and is already located in the area. Performance period is one year. CDC believes that this requirement is met by only one provider. This procurement will be processed under the authority of FAR 6.302-1 and 6.302-2. Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued.
