F--Notice of intent

Notice of intent to issue a sole-source purchase order to Reinhausen Manufacturing Inc. (Reinhausen). Purpose of proposed award is for the PCB environmental cleanup at Mammoth 2 Substation in southern Arizona. Proposed vendor will relocate transformer to steel plates, remove existing transformer foundation and remove contaminated soil, dispose of contaminated concrete and soil, test soil to ensure PCBs have been removed, provide and place new transformer pad, conduit, and grounding repair, and install transformer. Proposed award is contemplated under authority of Federal Acquisition Regulation (FAR) 13.106-1(b), only one reasonable source. Urgent need for PCB remediation that must be filled by June 2024 or funds will expire, leaving agency with contaminated site. If any firm believes the agency should not pursue the proposed procurement, it should submit a capability statement and pricing information by 5/1/2024, 9:00 a.m. Solicitation is not available and questions will not be answered. All responsible firms that submit a capability statement shall be considered by the agency. This is a simplified acquisition with an estimated value of less than $250,000.00.
