Contract Award Date: TBD Contract Award Number: TBD Synopsis: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZD), Edwards AFB, CA intends to issue a sole source contract to Clean Harbors Aragonite 11600 North Aptus Road, Grantsville, UT 84029, for the usage of an incineration facility to dispose of Special Access Programs (SAP) IT Equipmenmt, which holds classified information. The contract will be executed by means of other than full and open competition, due to the classified nature of the items needing incineration. Clean Harbors Aragonite, is the only vendor who can perform this service is in the best interest of the Government. Because of the classified nature of the items needing incineration, an incineration facility who meets DoD requirements is required. This requires incineration of Special Access Programs (SAP) level program materials per security requirements stated in DoD Manual's 5205.07 and 5200.01. The authority permitting other than full and open competition is 41 USC 1901 - FAR 6.302-1(a)(2)(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. In accordance with leeway permitted by FAR 13.501(a)(iii), all responsible sources may submit a capability statement, which shall be considered by the agency.
