[email protected]                  DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO PERKIN ELMER LAS INCORPORATED Market research was conducted and determined that PERKIN ELMER LAS INCORPORATED is the only vendor capable of meeting the requirement at New York Harbor Healthcare System, Brooklyn NY. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted.        No contract award will be made on the basis of proposals, or quotations received in response to this notice.        The government MAY consider all Expressions of Interest (EOI) received prior to April 24, 2023  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Responses to this notice must be emailed to

Statement of Work Project: Removal of Radioactive Source Location: New York Harbor Healthcare System, Brooklyn NY, located at 800 Poly Place, Brooklyn NY 11209 Statement of Work NYHHS VAMC Research Department (Brooklyn Campus, Rm 3-208) Removal of Radioactive Source Background Research Service is requesting: Removal of Radioactive Source from RSO Equipment: a liquid scintillation (Gamma) Counter, Packard, which is located in Research Lab, Room 3-208 (BK campus). To transfer the radioactive source to the manufacturer Perkin Elmer in accordance with the Department of Transportation regulations The RSO Equipment is used to measure the contamination levels in the patient room when a patient receives high dosage of radioactive iodine for the treatment of thyroid cancer. The Research Lab is active and needs to be cleared ASAP for the research staff to use safely. Specifications, Purpose, and Objectives In Accordance with the NRC requirements devices (such as radiology X-ray imaging and counting devices), that contain radioactive material sealed sources must be returned to the manufacturer prior to the decommissioning the device. In addition, the transportation of the sealed source must be performed in accordance with the DOT requirements. Period of Performance The VA anticipates that the removal of the radioactive element will take half day and will be transferred to the manufacturer Perkin Elmer. Place of Performance The service is intended for Brooklyn Campus of the New York Harbor Healthcare System: VAMC BROOKLYN 800 Poly Place Government Furnished Property/Equipment Beta Scintillation Counter, Packard, radioactive source: Ba-133 18.8 Microcuries, date: 10-1-2003. Other requirements The access to the source must be limited to the authorized personnel. The contractor/Service Engineer must have received radiation safety training and DOT training: in accordance with the NRC requirements and with the Department of Transportation (DOT) requirements. The C&A requirements do not apply, and that a Security Accreditation Package is not required
