Q-- Notice of Intent to Award Narcotic Pharmaceutical Distruction

NOTICE OF INTENT TO SOLE SOURCE: The VA Network 4 Contracting Office (NCO) intends to negotiate a Firm Fixed-Price (FFP) order on a sole source procurement in accordance with Far Part 8.405-6(b)(1) with Pharma Logistics, located at 1050 High Street, Mundelein, IL 60060-3118, pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The order is projected to be awarded no later than April 30, 2014. This procurement is to provide services to destroy narcotic pharmaceuticals that are not able to returned to the manufacturer for credit for the VA Medical Centers located within the NCO 4 region. The service includes, but is not limited to following; sorting, tracking, and destroying narcotic pharmaceuticals in accordance with federal regulations. The services are being purchased from Pharma Logistics to ensure continuity of service within the medical center. A contract is currently in place with Pharma Logistics to perform reverse distribution services for pharmaceuticals within the network, by utilizing the same contractor which would in turn avoid duplication of effort that would be created should an additional contractor be brought in. This notice is neither a request for competitive proposal or solicitation of offerors. A solicitation will not be posted. The NAICS code is 561990 with a size standard of 10.0 million. A determination by the Government not to compete this proposed requirement is solely with the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirements by submitting their request in writing including technical literature showing its capability of meeting the Government's requirement with complete company name, address, email, telephone and fax numbers, and a point of contact. The Government will consider all responses received by 8:00 AM EST, April 10, 2014. All inquiries shall be clearly marked with solicitation number VA244-14-R-0699 and emailed to below government point of contact. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information received must be clear and convincing evidence that a sole source is not justifiable. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement.
