The 90th Contracting Squadron, F.E. Warren AFB, WY intends to award a sole-source contract to Advantor Systems Corporation; Cage: 1S063, to provide an upgrade to the Advantor Security System already in place. There is a requirement for services that include requesting a software update to prevent any unexpected outages and to provide continued monitoring capabilities for Missile Wing resources and/or facilities; Control Centers, Arms, Ammunition & Explosives (AA&E), duress, and funds. Advantor Systems Corporation and their technicians are the only company certified to perform maintenance or provide new parts for systems currently deployed. In order for the system upgrade to be certified, all work and added equipment must originate from Advantor Systems Corporation as approved by Security System Project Description through the Air Force Security Force's Center, Installation & Mission Support Center Branch. The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order. The statutory authority, which permits single-source for this acquisition, is AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). An approved Justification & Approval supports this authority. It is the Government's intent to proceed with this single-source action. The applicable NAICS code is 561621. The size standard as defined by the U.S. Small Business Administration is $22.0 M. The anticipated award date is dependent on funding. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 1:00 pm Mountain Time (MT) on 16 September 2019 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
