This publication serves as notice of intent to procure security guard services for U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Tropical Prediction Center, located on the campus of Florida International University, Miami, FL. The government intend to award contracts on a sole source basis to the following entity: Florida International University (FIU), 11200 SW 8th Street, Miami, FL. The government intends to issue a fixed price contract under the authority of FAR Part 13, 106-1(b) for security guard services at the Tropical Prediction Center on a 24 hour, seven day a week period.. The performance period is from 4/1/2010 through 9/30/2010 with four (4) twelve (12) month option periods. Florida State statute requires security guard services be provided by the University for all buildings on their campus. The Interim General Counsel of the FIU submitted a letter to NOAA dated January 28, 2010 which states in part "Florida International University (FIU or the University), as a State university, derives its authority from the Florida Constitution. The Florida Constitution charges the Board of Governors (BOG) with the management of the university system. The BOG has directed the university board of trustees with the authority and responsibility of operating its campus and for providing police officers to maintain the peace and enforce the law on any property or facility located on the university campus or under the guidance, supervision, regulation or control of the university. The FIU Department of Public Safety is the unit responsible for the University police." Therefore, any security services needed by the Tropical Prediction Center, is to be provided by the University's Department of Public Safety through FIU. However, all responses received within five days after date of publication of this notice may be considered by the government.
