SPECIAL NOTICE TO OBTAIN COMMENTS FROM INDUSTRY PERTAINING TO A DRAFT SOLICITATION -- ICD-10 PRE-RELEASE SERVICES FOR THE DEPARTMENT OF VETERANS AFFAIRS' VETERAN'S HEALTH ADMINISTRATION The Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC), is seeking meaningful comments and feedback from interested stakeholders on the attached draft solicitation document. The process of issuance of this draft solicitation by VA and the subsequent submission of feedback/comments from industry is considered an exchange of information before receipt of proposals (FAR 15.201). The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services, including construction, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. NOTE: This DRAFT SOLICITATION is issued solely for information and planning purposes ONLY and does not constitute a Request for Proposals (RFP), a Request for Quotes (RFQ), an Invitation for Bids (IFB), or any other solicitation vehicle. All information received in response to this DRAFT SOLICITATION that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this DRAFT SOLICITATION. DESCRIPTION OF SERVICES: The compliance date for implementation of the International Classification of Diseases, 10th Edition, Clinical Modification and Procedural Coding System (ICD-10-CM/PCS) is October 1, 2013. ICD-10 will replace the ICD-9-CM diagnosis and inpatient procedure code set in all health care settings for dates of service or dates of discharge that occur on or after October 1, 2013. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) utilizes ICD codes for a variety of purposes, such as: clinical studies, performance measurement, workload capture, cost determination, Veterans Equitable Resource Allocation (VERA), classifying morbidity and mortality, indexing of hospital records by disease and operations, data storage and retrieval, and reimbursement. VHA will transition to the use of ICD-10 CM codes for all diagnosis recording and reporting outpatient encounters and inpatient visits with discharges occurring on or after October 1, 2013. VHA will transition to the use of ICD-10 PCS code set for procedures provided for inpatient discharges on or after October 1, 2013. VA seeks Contractor assistance to provide business subject matter expertise in Health Information Management (HIM) coding-related functions. COMMENT PROCESS: All comments and feedback shall clearly identify and reference the specific line, section, and page of the draft solicitation of which they pertain. In any event that feedback or comments are general in nature, they shall be labeled "general comments" and compiled logically together on a singular and separate document. Parties may use the Microsoft "track changes" feature ONLY if inserting "comments" into the margin. DO NOT make deletions, insertions, or move information from one portion of the document to another. The last day for feedback and comments for this draft solicitation is 12:00 noon (EDT) on March 20th, 2012 and must be submitted in writing to Adam Spacht at

CONTRACT DURATION: Performance period is estimated to include a one-year base term and two (2) one-year option periods. NAICS CODE: 561320 SIZE STANDARD: $13.5 Million METHOD OF AWARD: THIS PROCUREMENT IS ANTICIPATED TO BE SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONTRACT. Award is anticipated to be made on a competitive basis under Federal Acquisitions Regulations (FAR) Parts 12 and 15 to a responsible and responsive service-disabled veteran-owned small business responding to the final solicitation, if published.
