Notice of Intent to award a sole source contract with OSU for Operations Services

This notice is published for informational purposes only and not as a request for competitive quotations. The USDA Forest Service, Corvallis, OR intends to award a "Sole Source" contract, in accordance with FAR 6.302-1, to Oregon State University. USDA-Forest Service Corvallis Forestry Sciences Laboratory (CFSL) and State of Oregon-Oregon State University (OSU) have a long-standing land lease which originated in 1963 and continues to Present. OSU-College of Agricultural Sciences-Agricultural Experiment Station (CAS/AES Greenhouse Operations) maintains all greenhouses on the OSU Campus. The university provides pest control management, humidity controls, phone lines, electricity, steam, water, sewer and gas lines to all sections of the greenhouse including the US Forest Service-CFSL owned portion. CFSL Scientists utilize the greenhouse area for research, but daily operation and maintenance is performed by CAS/AES. CFSL is billed annually in arrears. The CFSL greenhouse is an integral part of the greenhouse complex on Campus and utilizes the University's water, gas, steam, electric and sewer systems; therefore, it would be impractical, if not impossible, for another entity to maintain it. This requirement will be classified under NAICS 561210. No solicitation document is available. Interested persons may respond to the requirement by 4:00 pm Pacific Time, August 19, 2011. The government will evaluate responses to determine if a competitive solicitation is appropriate for future acquisitions.
