R--Intent of Sole Source Award of 6-Month Bridge Contract for Patient Appointing Services at Weed Army Community Hospital

The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award a contract on a sole source basis to Health Net Federal Services, Inc., 2025 Aerojet Road, Rancho Cordova, CA 95742-6418. The requirement is for Patient Appointment Services for for the Weed Army Community Hospital (WACH), Ft. Irwin, CA. Currently approximately 29,351 appointing transactions are performed per year at this MTF. Appointing will be accomplished from a contractor owned/leased and operated regional center located within an area approved by the MTF commander. The Contractor shall be required to make 100% of primary care appointments and specialty appointments available, input T-Cons using AHLTA/CHCSII, reschedule and/or cancel appointments, maintain appointment templates, verify/update beneficiary registration, and initiate DEERS eligibility checks prior to registering new beneficiaries. Appointments shall be made via the MTF provided appointing criteria and business rules. The Contractor shall provide services, Monday through Friday from 7:00 a.m to 4:00 p.m. excluding Federal Holidays, and designated WACH Training Holidays. The North American Industry Classification System (NAICS) code is 561110. The CHCC intends to award a 6-month bridge contract to provide the Patient Apponinting Services no later than September 28, 2010. The anticipated period of performance is October 1, 2010 through March 31, 2011. This is a sole source award. The CHCC intends to solicit and negotiate only with Health Net Federal Services under the authority of FAR 13.501(a). This notice of intent is not a request for competitive proposals. However, any quotes, proposals, or capability statements received by close of business on Monday, September 27, 2010, will be considered by the contracting officer.
