R--Intent of Sole-Source Award of 6-Month Bridge Contract for Patient Appointing Services at Tidewater MSM

The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award a contract on a sole source basis to TriWest Healthcare Alliance Corporation, 16010 North 28th Avenue, Phoenix, Arizona 85053-4067. The requirement is for Patient Appointment Services for for the Tidewater Multi-Service Market (MSM), Portsmouth, VA. The Tidewater MSM, consists of the following Medical Treatment Facilities (MTFs): Naval Medical Center, Portsmouth (NMCP) 1st Medical Group (Portsmouth, Virginia); 633rd Medical Group, (Langley Air Force Base, Virginia); McDonald Army Health Clinic (Fort Eustis, Virginia); Kenner Army Health Clinic (Fort Lee, Virginia); and branch medical clinics for the above locations. Currently 682,990 appointing transactions are performed per year at these four MTFs. The Contractor shall be required to make 100% of the primary care appointments and specialty appointments available, and also reschedule and/or cancel appointments as well as correct appointment booking errors. Appointments shall be made via the MTF provided appointing criteria and business rules. The Contractor shall provide services Monday through Friday (0600 2100) and Saturday/Sunday/ Federal Holidays (0700 1530). The North American Industry Classification System (NAICS) code is 561110. The CHCC intends to award a 6-month bridge contract to provide the Patient Apponinting Services no later than September 28, 2010. The anticipated period of performance is October 1, 2010 through March 31, 2011. This is a sole source award. The CHCC intends to solicit and negotiate only with TriWest Healthcare Alliance under the authority of FAR 13.501(a). This notice of intent is not a request for competitive proposals. However, any quotes, proposals, or capability statements received by close of business on Monday, September 27, 2010, will be considered by the contracting officer.
