R -- Equipment to Support American Samoa VMS Fishery Program in Testing, Evaluation and Proof of Concept

This is a Special Notice as the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a single source purchase order using simplified acquisition procedures with Thrane and Thrane, Inc. of Virginia Beach, VA under the authority of 41 U.S.C. 253©(1) as implemented by FAR 6.302-1. The resulting purchase order will be procured in accordance with the Federal Acquisition Regulations (FAR) Part 12 and 13 through Federal Acquisition Circular (FAC) 2005-7. The purpose of this requirement is to procure equipment necessary to support the NOAA Fisheries Vessel Monitoring System program. Thrane and Thrane, Inc. is the only NOAA-type approved provider of the mobile transmitting unit for the American Samoa geographic area and therefore, the only company that can provide the VMS MTU. For the above reasons it would be untimely and too costly for another firm to provide the services of this requirement.
