Wastewater Treatment Systems Phase II Project for the Upper Litani River Basin in Lebanon

The Regional Office of Procurement in USAID/Egypt intends to modify contract # 268-C-00-05-00066-00 with Camp Dresser & McKee Constructors Inc. (CDM), One Cambridge Place, Cambridge, MA 02139. The purpose of the contract is to monitor operation of two wastewater treatment plants (WWTPs) and construct and operate two additional wastewater treatment plants in the upper Litani River Basin – Bekaa area in Lebanon. The contractor will (1) extend the Advise and Assist stage i.e. training, monitoring and supervision of operation of the two already constructed WWTPs for a period of one year; and (2) construct two additional WWTPs from within the seven CDM designed WWTPs and (3) manage the construction and operation of the two additional WWTPs. This includes procurement of subcontracts and materials and equipment; construction management and installations; commissioning; capacity building and turn-over; and monitoring of operations. The modification intends to extend the contract for a period of thirty months i.e., from December 31, 2008 to June 30, 2011 and increase the total estimated cost by approximately $7.6 to $8.1 million. USAID/Egypt intends to solicit and negotiate non-competitively with only one source under the authority of AIDAR 706.302-70(b)(5). This extension allows for the continuation of integral ongoing project activities, and sustainability of projects implemented under the contract. There will be no solicitation documents issued for the proposed action. Therefore, this notice of intent is not a request for competitive proposals. Interested persons may, however, identify their interest and capability to respond to the requirement or submit proposals. The Government will consider all expressions of interest received within fifteen (15) days after date of publication of this synopsis. A determination by the Government not to compete this proposed Contract modification based upon responses, if any, to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
