On-site instructor led training services for the following equipment: Eaton 9315 30-160KVA UPS system

Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) is awarding a Purchase Order for on-site instructor led training services for the following equipment: Eaton 9315 30-160KVA UPS system. The intended acquisition is for 4.5 day on-site maintenance class for the 9315 30-160KVA UPS system. The class teaches operation and preventive/corrective maintenance and is instructor led training for up to 10 students. The intended acquisition for on-site instructor led training services for which the Government intends to acquire from one source under the authority of 13.106-1(b), Soliciting from a Single Source. The Government only knows of one source, Eaton Corporation who is the original designer, patent holder and manufacturer of the Eaton 9315 30-160KVA UPS system and they retain full proprietary rights to all related designs, drawings, schematics, software, etc. Market research: Multiple searches of the Small Business Administration's (SBA) Dynamic Small Search did not identify any small business available to compete for this purchase. Search parameters included a combination of NAICS code ‘541990' with key words: ‘training, eaton, model 9315, uninterrupted power supply' and just key words: ‘training, powerware, model 9315, uninterrupted'; ‘training, eaton, model 9315, ups'; and ‘training, powerware, model 9315, ups'. A search of Eaton Corporation in GSA's eLibrary retuned a link to their GSA contract GS-07F-9460G which includes training provided for their products. A sources sought was posted to FBO for 5 days on September 4, 2014 and no responses were received.
