R--Notice of Intent to Award Sole Source Order for Specialized Advisory Services

The U.S. Geological Survey (USGS) intends to award a sole source, non-personal services fixed-price purchase order to Dr. Clifford Dahm for =BFAdvising and Assisting the Delta Science Program=BF effort under the authority of Federal Acquisition Regulation (FAR 13.106-1(b)(1)), Simplified Acquisition Procedures. The Delta Science Program (San Joaquin Delta and San Francisco Bay Estuary geographic area), requires advice and assistance on a wide variety of SF Bay-Delta issues, which include: establishing mechanisms for ensuring that sound science plays a prominent role in decision=AD making to strengthen Science Program's overall scientific performance; provide scientific and technical advice on the identification of unknowns and analysis of risks, including research and investigations relating to decision making based on scientific information; advise Science Program managers on science and technology issues and their relationship to Bay-Delta agencies procedures and decisions; and work on selected science issues that have implications across Bay-Delta programs and regions as designated by Science Program managers. This requires knowledge and expertise in these issues, as well as knowledge of past, current and future plans and programs of not only the USGS but all of the other Delta and bay area agencies and stakeholders. Dr Dahm possesses these qualifications and expertise, as well as specific knowledge and experience with the various collateral agencies, stakeholders, and their various programs. No other sources with the same qualifications, expertise, and specific Delta Science Program knowledge are known. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT; however, any individual or firm that believes it is capable of meeting the USGS requirement as stated herein may submit a capability statement, proposal, or quotation, which shall be considered by the Agency (FAR 5.207(c)(16)(ii)) prior to the closing date of this announcement.
