R--Notice of Intent to Award Sole Source to Clear Channel Airports, for Airport Advertising

The Mission Installation Contracting Command (MICC) at FT. Sam Houston, intends to negotiate a sole source award on behalf of US Army Medical Department Center and School, US Army Health Readiness Center of Excellence., for airport advertising services to be developed by Clear Channel Airports and placed in the San Antonio International Airport. An 11'x7' fabric static display and 10 second messages will be displayed on 18 LCD screens throughout airport terminals and concourse. This advertising will raise public understanding of service in the Army, and promote the Army to the public as a desirable option, these marketing efforts will increase propensity for service in the Army. The proposed contract period of performance will be for a base year 01 September 2015 through 31 August 2016 and two option years Option 1: 1 September 2016 through 31 August 2017; Option 2:1 September 2017 through 31 August 2018. The statutory authority permitting other than full and open competition is FAR 13.501(a)(1)(ii) The proposed action may be awarded on a sole source basis under the authority of the Test Program for Commercial Items, Services Acquisition Reform Act of 2003 (41 U.S.C. 428a) This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contract Specialist, [email protected] no later than August 12, 2015, 3pm EST. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
