Notice of Intent to Award a Sole Source Contract to HCM Technologies, LLC for Capability Based Competency Assessment

This is not a solicitation, but a notice of Contract Action. The Naval War College, Contracting Division (Code 0022), intends to award a sole source Firm-Fixed Price contract to HCM Technologies, LLC. HCM Technologies, LLC will support NWC operational level of war competency development work and determine a role based approach to relating those competencies to international standards for human resource data. The research shall include approaches sharing role based competency requirements and secure communications between role occupants that are part of a Joint Task Force comprised of Joint, Coalition, Interagency and Non-Government components. Under the authority of USC 2304 (c ) (1) pursuant to FAR 6.302-1 (a)(2), the supplies or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of supply or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Due to the requirement for intimate and sophisticated technical understanding of the Mission Essential Competency (MEC) scientific approach, HCM Technologies is the only vendor able to execute the Statement of Work. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
