THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO DR. ELLIOTT V. CONVERSE, III TO PROVIDE RECOMMENDATIONS FOR SUBSTANTIALLY REVISING CHAPTERS IN THE DEFENSE ACQUISITION HISTORY SERIES. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other than full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Dr. Elliott V. Converse, III, 29811 Fairway Drive, Evergreen CO 80439-7461 to undertake the reviewing editing and preparing manuscripts for publication in the Defense Acquisition History Series. The Statement of Work is attached. The Government anticipates a firm fixed price one year contract. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
