Uniform Data System (UDS) Data Validation, Review, and Reporting Technical Assistance

THIS IS A NOTICE OF INTENT ONLY – The Health Resources and Services Administration (HRSA) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with John Snow, Inc. (JSI), 44 Farnsworth Street, Boston, Massachusetts 02210 for Uniform Data System (UDS) Data Validation, Review, and Reporting Technical Assistance. A Justification & Approval (J&A) is on file and will be posted 14 days after contract award. Sole source determination is based on the need for continued effort and collaboration for UDS data production, review, and validation services. This data modernization effort is needed to transform Health Center Program data reporting operations and infrastructure. JSI has supported major technological changes to the UDS during the past 20+ years and is the only vendor that possesses the expertise and skills necessary to implement UDS data modernization effort. JSI has cultivated a comprehensive understanding of UDS measures and workflows as well as all activities associated with the multi-year production cycle that are unique to the UDS and Health Center Program. The UDS production cycle is complex due to the expansion of Health Center Program grantees additional new clinical, operation, and financial measures, changes in national electronically specified clinical quality measure alignment, and most immediately, the current data modernization efforts for patient level data submission for over 30 million Health Center Program patients. John Snow, Inc. is the only known vendor capable of providing the required services. The North American Industry Classification System (NAICS) code for this acquisition is 541720, and the size standard is $22M. Interested persons may identify their interest by responding to the requirement within fifteen (15) days after the date of publication of this notice. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
