Notice of Intent to Sole Source- to create and qualify, from licensed cells, master and working cell banks of Expi293F cell for use in the creation of candidate vaccine viruses (CVVs).

The Centers for Disease Control and Prevention (CDC) 1600 Clifton Road NE, Atlanta, Georgia, intends to award a sole source, firm fixed price contract to BioReliance Corporation to create and qualify, from licensed cells, master and working cell banks of Expi293F cell for use in the creation of candidate vaccine viruses (CVVs). Assuming successful, banks will then be stored by BioReliance under cGMP conditions. Due to BioReliance having previously provided cell qualification work and currently provides storage for four cell banks, and that transferring existing and proposed cell lines to a new facility would risk the damage or destruction of costly qualified cell banks used to produce vacccine seed stocks that require to be cGMP maintained, the CDC believes that BioReliance Corporation is the only responsible source and no other supplies or services will satisfy agency requirements. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(ii) and 41 U.S.C. 3304(a)(1). The North American Industry Classification System code for this procurement is 541714- “Research and Development in Biotechnology”. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
