OSD/CAPE Hard Target Studies

THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL - In pursuant to FAR 5.201, Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of the Secretary of Defense (DSD), Cost Assessment and Program Evaluation (CAPE), intends to award a Firm Fixed Price contract, on a Sole Source basis to Toyon Research Company, 6800 Cortona Drive, Goleta CA, 93117-3021. The period of performance for the new contract is anticipated to be for one (1) twelve-month base period and four (4) twelve-month optional periods. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 8.405-6-Limited Sources. IAW FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." Sole Source IAW FAR 13.106-1(b)(1)(i) Soliciting from a single source: The anticipated contract is intended to meet CAPE's requirement to provide simulation and analysis of mobile time critical targets. The contractor shall be responsible, as an analytic team, for data collection, data processing, model development and execution, and output analysis for use in analytic reports. The NAICS code for this requirement is 541712 - Research and Development Physical, Engineering, Life Sciences (except Biotechnology), with a size standard of 1,500 employees.
