Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau inteds to contract with Mr. Alfred Pfeiffer on a sole source basis to provide expert advise and assistance in the development of implementation plans for ongoing maintenance of the Master Address File (MAF) following the 2010 Census. The U.S. Census Bureau believes that Mr. Pfeiffer is uniquesly qualified as a result of his experience in designing a nationwide program for upadating of the MAF through local, state and tribal governments. This experience provided Mr. Pfeiffer with broad policy, operation, logistical and technical experience related to update of the MAF that cannot be found in any other individual. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Goverment. In doing so, interested parties must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Mr. Pfeiffer without further notice.
