The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to American Correctional Association (ACA) for Assessing Capacity to Expand Hepatitis C Testing and Treatment in United States Correctional Systems. ACA is the only organization who, through the Coalition for Correctional Health Authorities (CCHA), has members that are designated as Health Authorities and integrated with senior leadership across all 50 state DOCs, the DC DOC, and BOP. ACA has the requisite knowledge of the existing constraints, challenges, and leadership priorities to effectively develop a landscape analysis of the opportunities and challenges for hepatitis C in correctional settings. The development all contract deliverables within a 12-month performance period is considered unfeasible without prior formative work in this space. ACA has prior experience with both generating a 2015 landscape analysis of hepatitis C testing and treatment in corrections and implementing a hepatitis C educational curriculum up until 2019. Given the significant prior formative work required to effectively complete the 2 deliverables, ACA is the only reasonable vendor capable of fulfilling this contract. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
