Intent to Award Noncompetitive-Services to assist with Greater Sage-Grouse EIS

NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Solicitation No.: AG-026-S-16-0005 Date of Notice: 11/10/2015 Contracting Officer: Tanya Spanfellner Closing Date: 11/20/2015 This notice will appear for 10 days from above date. ************************************************************************************** Description of Supplies/Services: The USDA Forest Service, Intermountain and Northern Regions requires services, non - personal, to provide Assistance with development of the Dakota Prairie Grassland EIS amendment for Greater Sage-grouse (R1) as the wildlife biologist and assistance with implementation of the Sage-grouse plans (R4). . The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1), to McCarty, Clint, Basin and Range Wildlife Consulting LLC, due to the highly specialized nature of the work required. There are no other contractors that could feasibly do the work, because using another contractor would require months for even a highly qualified researcher to get up to speed whereas Clint McCarthy, has an intimate knowledge and has conducted extensive research and developed the capability to provide the services required for this project. The contractor has in depth knowledge of the Forest Service's process and a working relationship of the area, habitat and Sage-grouse. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
