Description
The Health Resources & Services Administration (HRSA) and Maternal and Child Health Bureau (MCHB) intend to negotiate, on a sole source basis, with Massachusetts General Hospital of Boston, Massachusetts. The purpose of this negotiation is to conduct a national evaluation of the Integrated Health and Behavioral Health Care for Children, Adolescents and Their Families grant initiative. Massachusetts General Hospital, Child Psychiatry Service of Boston, Massachusetts, has developed a data gathering instrument -- Pediatric Symptom Checklist (PSC), which the Government will use in gathering specific data and the dissemination of final reports based upon collaborative findings. Massachusetts General Hospital, because of its methodology, is considered the only responsible source capable of providing these services without substantial duplication of cost, which would not be expected to be recovered through competition and under the authority found in 41 USC 253(i), as set forth in FAR 6.302-1(a) (2). This is not a solicitation, but a notification of our intent to contract. A justification for other than full and open competition (JOFOC) is on file.
