Description
Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract to Unispec Enterprise, Inc. on a noncompetitive basis. The value of the contract will not exceed $90,000.00. This contract is for the expert documentation, advise, and assistance for the documentation of key programs and processes from the 2002 Commodity Flow Survey (CFS) which will be used as the foundataion for the 2007 CFS efforts, and for the planning of the 2012 CFS. The contractor has in-depth experience in the programming, testing, and/or implementation of the 1997, 2002, and/or 2007 CFS. In particular, the work the contractor performed for estimation and tabulation systems for the 2002 CFS will play an integral part in the development of these programs for the 2007 CFS. In addition, the contractor played a key role in the development and testing of new "Noise" disclosure avoidance methodology to be used for the first time in the 2007 CFS.This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by August 23, 2007, a contract may be issued to Unispec Enterprise, Inc. without further notice.
