The US Army RDECOM AC, Natick Contracting Division on behalf of the Naval Medical Center San Diego (NMCSD) plans to negotiate and award a purchase order on a sole source basis under the authority of FAR 13.5, to Evolution Enterprises Inc, San Diego, CA to conduct acquisition planning in support of the naval medical R&D functions of the Naval Center for Combat and Operational Stress Control (NCCOSC). Evolution Enterprises, Inc currently performs the same non-conflict-of-interest effort in support of the Naval Health Research Center (NHRC), San Diego, who has established a leadership position for acquisition planning in the Naval Medicine Research and Development environment. As a result, Evolution Enterprise has the experience and knowledge within the area of Naval Medicine Research and Development acquisition policies to meet the requirements within the required timeframe.
