In accordance with the Revised Office of Management and Budget (OMB) Circular A-76, Centers for Medicare and Medicaid Services (CMS) is publicly announcing the start of a Streamlined Competition for Career and Organizational Development/Instructional Services. The Competitive Sourcing Official (CSO) is Leslie Norwalk. The Agency Tender Official is Brenda Sykes .The Contracting Officer is Bill Tate. The functions of the Career and Organizational Development/Instructional Services include but are not limited to providing knowledge management, training analysis and consulting, and learning resource management. These services are currently provided by twenty-one (21) Federal government employees and limited Contractor support. CMS will issue another notice to announce the decision of the cost comparison on or about June 24, 2004.
