R -- HR Executive Consulting Services

The United States Patent & Trademark Office (USPTO), Office of Human Resources has a continuing need for Human Resources Executive Consulting. The USPTO will renew its membership in the Learning and Development Roundtable, a program of the Corporate Executive Board. The Corporate Executive Board (CEB) provides best practices research and executive education to a membership of the world's leading corporations and not for profit institutions. A core competency of CEB is consulting with HR Executives. Corporate Executive Board's strength and uniqueness in the market place is due to the combination of an unparalleled research staff, cutting edge support tools, and years of chronicled-proprietary research. These tools are accessible to the entire HR staff and are a valuable source of information at a fraction of the cost of normal consulting services. Therefore, the USPTO has decided to sole source the requirement to the Corporate Executive Board. No other product or service offered in the market place is as comprehensive and simultaneously as cost effective. Interested Organizations may submit their capabilities and qualification to perform the effort in writing to the identified point of contact not later than 2:00 P.M. EST on 2/7/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort in a full and open manner, based on responses to this notice, is solely within the discretion of the government.
