Informational Notice to provide notification of the use of funds authorized under the American Recovery and Reinvestment Act of 2009 (ARRA) for the United States Department of Agriculture (USDA) MIDAS Initiative

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY The Federal Systems Integration and Management Center (FEDSIM) on behalf of the United States Department of Agriculture (USDA) Farm Service Agency (FSA) issued Modification # 10 under Contract GS00T10AJC0010 directly (non-competitively) to Torres Advanced Enterprise Solutions, LLC on August 8, 2011. This contract was originally awarded utilizing American Recovery and Reinvestment Act (ARRA) funds to Torres as a Directed 8(a) Contract, on a Time and Materials basis on March 24, 2009. The purpose of this contract is to provide the services of an enterprise Project Management Services vendor. This vendor is tasked with governing the projects and program management activities for the agency's modernization initiatives and developing a Systems Applications and Products (SAP) Center of Excellence. At the Enterprise level, the PMO supports strategic business and technical planning, enterprise governance, enterprise decision making, and enterprise program planning, control, reporting and communication. At the Project Level, the PMO is required to tactically support individual projects within the modernization portfolio. This entails creating a project level PMO that reports through the Enterprise PMO and supports the projects through the project lifecycle phases. Modification # 10 was administrative in nature; including the deobligation of funds with the closeout of the contract.
