Intent to Sole Source - Bridge contracts for Solicitor's Litigation and Administrative Support Services The U.S. Department of the Interior, Interior Business Center, Acquisition Services Directorate (AQD), intends to negotiate and award three, commercial, sole source, labor hour, bridge contracts for litigation and administrative support services which includes a continuity of services clause - FAR 52.237-3, to Ardelle Associates, Inc., 344 Commerce St, Alexandria, Virginia 22314 and MartekD2D, Inc. (JV), 7910 Woodmont Avenue, Suite 540, Bethesda, Maryland 20814 pursuant to 10 USC 2304(c)(1) and the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. These services are necessary to ensure the continuity of operations to "bridge" the gap during the pending break in services between the current expiring task orders D15PD01370, D15PD01271 and D13PD01177, of which all will expire January 31, 2017, and the in-process re-compete, a follow-on competitive 8(a) set-aside solicitation (D16PS00176) for similar services which closed October 26, 2016 and is anticipated to be awarded February 2017, with a thirty-five (35) day transition period. The RFP # is D17PS00178. This notice of intent to solicit and negotiate with only three sources is not a request for competitive quotes or proposals.
