The U. S. Department of Housing and Urban Development (HUD) intends to solicit and negotiate a sole source fixed-price purchase order to Environmental Systems Research Institute, Inc . ( ESRI), 380 New York Street, Redlands, CA 92373-8188 . HUD will purchase ESRI Business Analyst licenses for the Policy Development and Research Division for up to sixteen (16) users. This will be done for one year with a one year option. The acquisition of this robust data and software tools is necessary to build capacity for PD&R staff to deliver exceptional research products.
