****SPECIAL NOTICE**** This is a new requirement for an 8(a) direct award to HALCYON CELESTAR JV, LLC, Unique Entity ID: T6AYDGBGCE28 in accordance with FAR 19.804-3(c), Sole Source awards and approved by the Virginia SBA Distric Office. The requirement is a recurring requirement. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform GTMO Detention Operations and Office of Military Commissions (OMC) Support as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS).
