Notice of Intent- Sole-Source- Life Safety Backbone (LSB) /Life Safety System Network (LSSN)

Washington Headquarters Services / Acquisition Directorate (WHS/AD) intends to award a follow-on sole source contract to SRA INTERNATIONAL, INC., 4300 FAIR LAKES CT, FAIRFAX VA 22033-4232; the current order number is HQ0034-09-F-3001. This contract is planned to be awarded NLT 01 May 2014 for a base of six months. The contract action is due to an unanticipated Life Safety Backbone (LSB) outage and will provide continued support for the Pentagon Force Protection Agency's (PFPA) Life Safety System Network (LSSN) and upgrade/repair of the Life Safety Backbone (LSB) network which provides access to the mission-critical systems needed to properly safeguard personnel and facilities across the National Capital Region (NCR). As a result of the LSB network outage PFPA, with SRA, has developed a four-phased approach: • Phase #1 - Immediate recovery of the LSB; • Phase #2 - Update the existing LSB Network Core devices • Phase #3 - Replace existing LSB Network Core devices • Phase #4 - Replace existing LSB outer edge devices. Awarding the proposed contract to another source would result in unacceptable delays and substantial additional costs to the Government, as the new source would require time to develop the skills needed to meet PFPA's immediate requirements. Based on the time constraint and expected increase in cost inherent to awarding to another contractor, it is not in the best interest of the Government to award to any vendor other than SRA. This proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(i)(A). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A competitive follow-on will be issued after the existing LSB network is upgraded. As a result of this proposed short-term contract action, solicitation number HQ0034-14-R-0015 will be cancelled. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.
