Notice of Intent to Issue Sole Source Direct Award for Amazon Web Services - GovCloud

THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL – NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT - Pursuant to FAR 5.203(a), Washington Headquarters Services, Acquisition Directorate (WHS/AD), intends to award a contract on a sole source basis to Four Points Technology LLC., 14900 Conference Center Drive, Suite 100, Chantilly, VA 20151. The period of performance consist of a five month base period with one-twelve month option period. This contract has an anticipated start date of 1 July 2020 and an estimated cost range between $225,000.00 - $250,000.00. The anticipated award will be made under the authority of FAR 16.505(b)(2)(i)(B), “Items particular to one manufacturer – the particular brand name, product, or feature is essential to the Government’s requirement, and market research indicates other companies’ similar products or products lacking the particular feature, do not meet, or cannot be modified to meet agency’s needs.” Continuing the use of Amazon Web Services (AWS) GovCloud allows DIU to continue to utilize the AWS GovCloud support that has previously been purchased. Four Points, by virtue of being the incumbent contractor, can continue to assist DIU with the execution of a Platform-as-a-Service (PaaS) and an Infrastructure-as-a-Service (IaaS) cloud platform, which allows them to continue with the creation of a storage repository for disparate data sets to be available and ensure the ability to scale the compute power necessary to deliver meaningful results from complex algorithms for various projects. Issuing this contract directly to Four Points Technology is in the best interest of the Government to prevent any potential adverse impact to the mission, duplication of costs, or the disruption of the work presently being performed.
