Consolidation Notice

The CDC National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) requires a Software as a Service (SaaS) data platform that integrates data, decision-making, and operations. This platform will sustain multiple investments currently utilizing the same underlying technology delivered through Palantir Foundry. The collective investments in this technology, for simplicity, will be referred to as CDC Common Operating Picture SaaS Solution (CDC COPSS). CDC currently receives these services through four separate contract awards. CDC would like to acquire Palantir Foundry licensing and enablement services for its DCIPHER, HHS Protect, and Tiberius platforms via a competitive set aside to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) on the NASA SEWP contract vehicle, with a brand name justification. Consolidation of these three platforms into one solicitation for a single order is necessary and justified for NCEZID to enhance performance and efficiency. Pursuant to FAR 7.107-2, the Department of Health and Human Services determined, on 1 September 2022, that consolidation is necessary and justified. The benefits of consolidation of the proposed acquisition substantially exceed the benefits that would be derived from the alternative contracting approaches. This Consolidation Determination and Findings notice is being published, in accordance with FAR 7.107-5, to notify the public that the agency has determined a consolidation of contract requirements is necessary and justified. A copy of the determination will also be provided when the solicitation is released.
