Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a SDVOSB Set-Aside sole source basis with Minburn Technology Group, LLC utilizing ordering procedures found in FAR 16.505 for a Firm Fixed-Price (FFP) contract. The purpose for this FFP contract is to place an order that will replace carts that are no longer able to be utilized at the Martinsburg VA Medical Center s Community Based Outpatient Clinic located in Winchester. The FFP contract will be a base contract. The requirement shall include equipment compatible with the standardize Howard Medical manufactured Workstation on Wheels (medical carts) equipment that is currently installed and being utilized at the facility. The NAICS code for this contract action is 541519 - Other Computer Related Services (SBA Size Standard: $30 Million) The Product Service Code for this action is 6515 - Medical and Surgical Instruments, Equipment, and Supplies. The Department of Veterans Affairs believes that Minburn Technology Group, LLC, an authorized distributor of Howard Medical manufactured products, is the sole source to fulfill the requirement. It is in the best interest to award to Minburn Technology Group, LLC due to cost related to combability with current utilized equipment, as well as warranties, repairs, maintenance, etc. to new and existing equipment. Accordingly, only Minburn Technology Group, LLC are capable of providing the supplies and services above without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement no later than Monday, September 26, 2022, at 7:00 pm ET. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after September 26, 2022, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Minburn Technology Group, LLC.
