NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price Contract to Carefusion Solution, LLC . Per FAR 13.501 VA requirement: VA Medical Center, Lebanon, PA has a requirement for One (1) Becton Dickinson (BD)-Carefusion Interface Refresh with Validation. The Veterans Affairs Pharmacy Automated Dispensing Equipment (PADE) standardized HL7 usage (ZPM and DFT) interface. HL7 ZPM is defined as pocket maintenance type of interface used to transmit inventory counts to and from the automated dispensing machine systems (Pyxis ES MedStations). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required service and licensed for Pyxis ES Interface Refresh with Validation. Capability information is required by 2:00 PM EST, July 14, 2023 to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. STATEMENT OF NEED Lebanon Veterans Affairs Medical Center General Information Title of Project: BD Pyxis ES Interface Validation with Refresh Scope of Work: Lebanon Veterans Affairs Medical Center (LVAMC) has a requirement for one (1) Becton Dickinson (BD)-Carefusion Interface Refresh with Validation. The Veterans Affairs Pharmacy Automated Dispensing Equipment (PADE) standardized HL7 usage (ZPM and DFT) interface. HL7 ZPM is defined as pocket maintenance type of interface used to transmit inventory counts to and from the automated dispensing machine systems (Pyxis ES MedStations). Background: The Inbound-Outbound messaging feature will support displaying the amount of medication that is loaded into the Pyxis MedStation system, allowing the exchange of information to flow in both directions (Inbound or Outbound). This will enable the Pharmacist to determine if medication is available in the Pyxis ES MedStation and negate patient safety issues by limiting missed doses. Performance Period: The contractor shall complete the work required in the statement of need (SON) in thirty (30) calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor s proposal, the contractor s proposed completion date shall prevail. Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. Type of Contract: Firm Fixed Price. Contract Award Meeting The contractor shall not commence performance on the tasks in this SON until the CO has conducted a kickoff meeting or has advised the contractor that a kickoff meeting is waived. General Task Requirements The contractor shall provide all resources necessary to accomplish the deliverables described in this SON except as may otherwise be specified.
