Bangladash Bureau of Statistics iCADE and In-country Deployment Additional Support

Under Authority of FAR 6.302-1, Only one Responsible source, the US Census Bureau intends to negotiate and award on a noncompetitive basis an agreement with Jmat Systems, LLC, to provide additional, third shift, in-country deployment, setup, configuration, and disaster recovery services for the integrated Computer Assisted Data Entry (iCADE) hardware and software to the Bangladesh Bureau of Statistics (BBS). Jmat Systems, LLC, has demonstrated from the work that it has performed on PO YB132310SE0529 that they are uniquely qualified to provide the IT support needed for this project. Their extensive experience in setting up international IT networks enables them to perform the work as required within the demanding and always-changing time constraints imposed by both international and domestic government organizations. Jmat has specialized experience working with international IT entities, Bengali IT vendors, and established a working relationship with BBS engineering staff. Jmat also has extensive experience and knowledge of the United Nations (UN) and the United States Agency for International Development (USAID) IT procurement processes. The contractor's institutional knowledge of the iCADE system and access to a local off-site facility and equipment to stage and prototype the iCADE Bangladesh network has been validated by the fast turn-around provided in response to PO YB132310SE0529. The U.S. Census Bureau has determined that Jmat Systems LLC is the only known source with the knowledge and experience needed to provide additional in-country deployment, setup, configuration, and disaster recovery services for the integrated Computer Assisted Data Entry (iCADE) hardware and software being provided to the Bangladesh Bureau of Statistics.
